The Current Best Plan is the validated working method for proceeding under incomplete knowledge. It is specific enough to act on, open to correction, and replaced when better evidence appears.

Universal, repository, and project bootstraps load the smallest coherent context needed for a task. Use them at session entry, after stale context, or when scope changes materially.

Preserves durable semantic memory and evidence across chats and participants.
XRT records what was learned, decided, left open, and handed over. Its private registry and evidence layers let later participants resume from verified continuity rather than reconstructing the past.
